Do you feel Bootstrap is the right tool to build HTML templates ? What are your options ?

How do we" Jump " from one view port to another ? ie, I have the colour Yellow for the full screen. Now when we scroll down there is a similar portion with Orange. Currently, it scrolls smoothly so that I can see the border between Yellow and Orange. Would it be possible to " jump " to orange when there is a downward scroll ?
I like to use a much leaner framework. That is extra work, but it is fun. I keep looking for libraries that won't tax the page load speed.
Not against Bootstrap, it is a wonderful option for those who need it.
admin I used to think that way, but now I tend to use a complete framework, and not reinvent the wheel. In fact, I'm writing an app for work which uses bootstrap right now.
We got a Bootstrap expert in-house. 🏆 Can I ask doubts ?
